Keep policies as controlled documents with owners, review cycles and acknowledgement tracking. Map statutory obligations to the controls that satisfy them, so "are we compliant?" has an inspectable answer.

Reading it both ways
Read the chain downward and it's a compliance argument. Read it upward from a record on a phone and it's an audit trail — same data either way.
